Deccan Herald,15th Sep,2022,L.E.

The trend in the country of demanding every case that every case be referred to for the Central Bureau Investigation(CBI) enquiry is unwarranted, and chips away at the organization efficiency.

The state police and its special units like CID are competent enough to solve cases faster, better as they are present on the ground with a vast network of state police in every nook and corner of their respective states,

The CBI,Premium Investigation agency was established for investigating the large Multi-state organised crimes involving actors in multiple states and complex cases having national and international ramification, it should be allowed to pursue its intended objectives and the police can do the rest,

For example karnataka Police have solved several high profile and complex cases in short time,

CbI should be left and the state policies strengthened with technology resources and well equipped forensic laboratory and Cyber cells.

Police Commemoration Day

Sir,Police commemoration day is observed on October 21 every year to remember the sacrifices of the ten policemen who died in Chines firing in 1959, defending our border since independence ,and about 34,418 others who have also laid down their lives protecting the county's intigrity and unity and providing security to the people of country. in the past one year from Sep,2017 to Aug 2018, 383 police personels have laid down their lives in the line of duty,

We countrymen have not recognized the contribution of police in our day to day life, when we sleep in night, police is on the roads, they spend sleepless nights on roads to ensure safety of citizenry, inspite of bad weather, heavy rains, they continue doing their jobs, some times they work even round the clock , in the past one year from Sep,2017 to Aug 2018, 383 police personels have sacrified their lives,

Many a times, police is required to keep a low profile where even their successes are kept under cover, specially in national security matters, All their innumerable successes will go unsung, but their failures will be well publicised.

Sacrifice made by policemen don't come to light, they being the first line of defense, agaisnt internal threat,if Punjab terrorism was wiped of in 80-90's, the sole credit should to its Police specially its constabulary and Sub Inspectors who took war against terrorism to its logical conclusion despite facing heavy casualities.

While India is in the forefront of economic reforms, the area of police reforms hasn't been paid much attention by successive governments. Police has not been given importance it is due, It is time we implement the landmark police guidelines of Hon Supreme court of India in 2006.

It is time, governmnet pays more attention towards police by increasing their working conditions, increasing manpower, housing weaponry,Armoury, vehicles and social help like counselling ,

Civil society at large, should help in changing the perception about police,we should respect them,we should let them know we are with them in trying times.

Also government should take urjent step of increasing retirement age of Senior IPS officers from 60 years to 62 years,as there is tremendous shortage of senior IPS at various stages

A strong, modern police force is the backbone of any growing economy.

Can we imagine one day without police, and there will be total chaos ?

Reform police force,
Deccan Herald,18th Feb,2017,L.E.

Sir, Apropos "Shortage of police personnel alarming" (DH, Feb 17), it is true that there is a tremendous shortage of police personnel. While cities have grown exponentially, there aren't enough policemen to patrol them. Deterioration in the quality of policing has led to the erosion of public faith.

The need of the hour is to modernise and professionalise the police force through better initial training, especially among lower ranks, increasing manpower, number of police stations, vehicles and communication networks, upgrading control rooms, etc.

The government should also increase the retirement age of IPS officers from 60 to 62.

Revamp the police system
Vijay times,March 8,2006,L.E.

Sir,Today, while India is in the forefront of economic reforms, the area of policing has not been paid enough attention by successive governments. Deterioration in policing and erosion of public faith are reflections of all round decline in public faith are reflections of all round decline in public life, governance.Police have tremendous challenges ahead of them as criminals and terrorists are highly trained, and motivated and are at as much ease with Information Technology as with guns and grenades. Police have not been trained to meet challenges of 21st century.

Nothing illustrates this better than the attack on the symbols of our democracy-Parliament, Red Fort, IISC etc-and it is a grim reminder that terrorism has reached out to urban India and at places of major economic importance.

The need of the hour is to modernize and professionalize the police through better initial training especially among lower ranks, increasing manpower, number of police stations, vehicles and communication networks, upgrading control rooms, replacing vintage rifles with modern weapons, emphasizing on crime detection especially economic offences and cyber crimes, using IT more and improving prosecution for securing more convictions.

According to former Chief Justice of India Khare, the conviction rate has dropped to 22% in 2005 and that too only for petty crimes as big offenders get away due to access to better legal system and shabby investigations. Police stations for VIP duty, which hampers criminal investigation or to guard helipads for VIPs local travel in major cities like Bangalore.

Center should advise states to overhaul intelligence networks and effectively deal with the increased number of major crimes and terrorist activities in big urban centers, coastal towns and near important economic installations like power projects, transmission lines, dams, airports, seaports, railways, IT institutions, defense seaports, railways, IT institutions, defense, educational and research institutions etc.

Also increased budget, salaries, promotional avenues, manpower, better quality training avenues, manpower, better quality training and vehicles, gadgetry,inter-state coordination and posting of dedicated officers with interest in intelligence will give desired results and ensure better security for citizens.

Sir, The modernization of the police and reforms are not in the agenda of the government. In fact, no Government has attempted it. As a result, there is deterioration in law and order and erosion of public faith in the police.

Police will have to take on stiffer challenges, as criminals and terrorists are highly motivated and educated to use all kinds of sophisticated technology. But the police is not being trained to meet the challenges of the 21st century. Nothing illustrates this better than the attacks on Parliament. Red Fort and IIsc.Government should modernize and provide the police by giving better training, replace vintage rifles with modern weaponry.improve crime detection, make use ofIT, improve prove prosecution, make use of IT,improve prosecution for better conviction rate, overhaul intelligence network to prevent major crimes and terrorist activities in cities.

Reduced duty hours, yoga, housing near police station and performance –based promotions will vastly improve police functioning.

Landmark order-Police Reforms
Financial express - sep 26 2006

The Supreme Court order regarding police reforms in the country is a landmark one. For, while India is in the forefront of economic reforms, the area of police reforms hasn't been paid much attention by successive governments. The police force is seen as being inefficient, corrupt, and partial towards the rich and those with connections. The police is seen as lacking in accountability, even though it exercises great powers over life and liberty. As a consequence, public confidence in the police has reached an abysmal low.

The deterioration in policing is solely due to the patronage of and interference by politicians in the selection and posting of police personnel. Hence, the SC guidelines that are to be implemented before January 1, 2007 for selection and two years fixed term posting for senior posts in the police force are a welcome measure.

Modernize police
The Statesman--29th May 2013--LE

Sir-Today, India is at the forefront of economic reforms. However, policing is one area towards which successive Governments have not paid enough attention. Not surprisingly, deterioration in service provided by the police force has led to erosion of public faith in this law-enforcing agency. The police face many challenges due to increase in crime, especially when the lawbreakers are getting more and more sophisticated. The Government should, therefore, take steps to modernize the police force.

The lower ranks in the police force should be trained to use modern means of communication. Moreover, there should be an increase in manpower and infrastructure like building of more police stations, buying more vehicles, increasing the efficiency in communication, upgrading control rooms, replacing vintage rifles with modern weaponry, emphasizing on crime detection especially economic offences and cyber crime, encouraging the use of information technology and improving prosecution for better conviction rate.

Reduced working hours and yogic exercises, apart from providing accommodation close to police stations as also performance-based promotions, will greatly improve the functions of police personnel and ensure better security for citizens.

Independence for police Increase the retirement age of IPS officers
DNA-4th Jan 2013--LE.

It is time to give independence to the police department to carry out its core duty of policing. Police reforms are the need of the hour and must be carried out as per the Supreme Court order of 2006. The people’s faith in the professionalism and efficiency of the police force has progressively eroded, mainly due to political interference in its day-to-day functioning. It is not just the police, but the criminal justice system is under tremendous strain.

The law and order system faces new challenges, but the reforms required are not just about changes in the law. The police stations must be made more effective with funding for training and equipment, and security of posting for the station house in charge (as also other officials) for at least two years. Police stations must implement effective beat policing and improve the relations with citizens towards controlling petty crimes.

Since we have a shortage of IPS officers, the retirement age could be increased by two years.

Give Police Independence
6/7 January 2013-The Pioneer/DC

Sir — The police force in India works under tremendous pressure, and is really overworked. It is time police personnel are given a free hand to carry out their duty of policing.

Hence, police reforms are the need of the hour and must be carried out expeditiously. Over the years, public faith in the professionalism and efficiency of the police force has progressively eroded due to political interference in the day-to-day functioning of the police, and lack of accountability.

In the existing system, police functions under the exclusive superintendence and control of State Government. This has made the force more vulnerable to political pressure exercised through promises of professional advancement, preferential treatment in their service matters . Those who fail to obey face threats of suspension and frequent transfers.

Today, we are witnessing a total collapse of the criminal justice system. The police force too faces new challenges to tackle crime and maintain law and order.

Sad sight(Lawyers and Police clashes in capital).

Sir — This refers to the editorial “For the sake of law” (November 7). Lawyers are protectors of the laws of the land while the police ensure implementation of those very laws on the ground. Both have a duty to uphold the sanctity of law. However, the ongoing battle between these two arms of the justice system, not just in the national Capital but in other parts of the country like Rajasthan and Haryana, is shocking and embarrassing to watch.

Thousands of Delhi Police personnel, along with their families, went on an unprecedented protest on Tuesday at the Delhi Police headquarters against the assaults on them in various courts. There is something very wrong somewhere if the protectors of the people want protection themselves. Senior lawyers and police officers should come together and sort out this matter amicably as the reputation of lawyers and the police force is at stake here. However, at the end of the day, it is the litigants who are the biggest sufferers in this unbecoming tussle, as they have to wait for months for their cases to be heard in court. It was appalling that lawyers locked litigants out of all six district courts as they continued their strike for the third consecutive day on Wednesday.

The apex court should take cognisance of this mater immediately and take action against all erring parties so that such embarrassing sights of lawyers and policemen brawling on the roads while the public looks on in horror, are not seen again.
